    2010. America has fallen, and Gotham has lost its place at the top of the list of World-Class Cities. After a series of devastating reformist attacks throughout the entire country, Gotham is all that’s left of the nation’s industrial network. But Gotham is far from extraordinary. To make matters worse, a series of assassinations by an unknown syndicate have officials reeling, desperate for answers. Gotham City has become a breeding ground for crime and desolation, holding the record for most murders and suicides in the US. To those who plan on staying: Welcome to the City of Darkness.

    Police records have shown recent exponential increase in criminal activity, more so in the area of petty felony than major crime. While GPD investigation blames the commotion on the illicit influence of so-called local vigilantes, a recent discovery by Renou Quality Water of Gotham, the city’s largest water purification center, suggests otherwise.

    It’s said that after receiving numerous complaints during the past several weeks regarding a strange taste in the water, tests results showed that there had, in fact, been a substance in the water which had not been filtered during the purification process. Distribution of the contaminated water may date as far back as an entire month, when Renou Quality Water of Gotham received its first grievance. The effects of the substance found in the water, as stated this afternoon by company officials, have thus far proven to cause severe nausea and vomiting and are not expected to produce any further effects. However, researchers at Meritech Labs have stated that the substance consists of several toxins, some of which are lethal, and others, which have been known to lead to severe hallucinations and mental decay.

    Several consumers who, two weeks ago, experienced early symptoms of the contamination were taken to Gotham General Hospital, and have since rapidly begun to exhibit indications of acute dementia and schizophrenia. Similarly, Arkham, a criminal asylum situated east of the city, has transferred over three-hundred patients to out-of-state mental care hospitals within the past five days.

    The purification company is now faced with charges by enraged customers who have threatened to demand millions in compensation. Other purification plants across the city may also face charges if tests prove similar results within their own facilities.

    As to the cause of this rising catastrophe, many are beginning to question whether or not it is an act of terrorism. The US Department of Homeland Security has raised the terror alertness level to yellow as of this morning, requesting of United States citizens living particularly on the east coast "to be vigilant, take notice of their surroundings, and report suspicious items or activities to local authorities immediately."

    Public safety officials have advised all Gotham residents to refrain from drinking any tap water until the crisis has been resolved. It has also been strongly recommended that residents stay inside their homes, as the toxin may be airborne . . .
